Keyword Ranking Report: Why Rank Trackers and Search Console Show Different Positions

By · November 5, 2026 · 7 min read

Year-end reviews are only weeks away, and this year the Search Console half of that comparison has a hole in it. Google says a logging error kept impressions from being reported accurately from 13 May 2025 until 27 April 2026, and that the error affected click-through rate and average position as well. A November or December 2026 average position set against the same month of 2025 compares a corrected number with a faulty one.

That lands on top of the question every agency already gets: "your report says we rank 3rd, Search Console says 7.4, which is wrong?" Neither is. This guide explains what each number measures, what this year's changes did to them, and what a keyword ranking report needs so the client sees one consistent story.

Key takeaways

  • Search Console averages your topmost position across every impression, query, place and device. A rank tracker records one keyword from one place at one moment.
  • Average position before 27 April 2026 sits inside a logging error. Compare clicks year over year, and use rank tracker history for positions.
  • A position counts only when the link was seen, and an AI Overview takes a single position.
  • Never scrape Google for rankings yourself: Google's spam policies name it.
  • Report positions in bands, show the ranking URL, and put Search Console clicks next to every ranking.

Why do a rank tracker and Search Console show different positions?

Because they answer different questions. A rank tracker asks: when someone in a chosen place searched this exact keyword on a given day, where did the client's site appear? Search Console asks: across all the real searches where the site appeared, how high did it tend to show? Both are right. The trouble starts when a report shows one without the other and leaves the client to find the gap.

What does Search Console average position measure?

Average position is the topmost position your site held in each search, averaged across impressions and queries. Google's Performance report metrics page gives the example of a site shown at positions 2, 4 and 6 for one query: that counts as 2. A position is recorded only when the result was seen, so a page sitting deep in the results for a query nobody scrolls to barely moves the average.

AI features follow the same rules. An AI Overview occupies one position, and every link inside it is assigned that position. In AI Mode, position follows the same method as a regular results page, and a follow-up question counts as a new query. Clicks to external pages from either count as clicks.

The report has limits too. Google's notes on Search Console data say rare queries are not tracked, to protect privacy, only the top rows are stored, and tables show at most 1,000 rows, so chart totals can be higher than the table rows add up to. Data is normally available in 2 to 3 days, and the newest data can be preliminary. A report run on the 1st undercounts the last days of the month.

Can you compare average position with last year?

Not reliably for any date before 27 April 2026. Google's data anomalies page says impressions were not reported accurately from 13 May 2025 until 27 April 2026, and that click-through rate and average position were affected with them. Clicks were not. So a year-over-year keyword ranking report this year-end should do three things:

Two smaller changes belong in the same note. FAQ rich results stopped appearing in Google Search from 7 May 2026, so a keyword that showed one last year cannot show it now, whatever its position. And since 24 September 2026, Google's multimodal search reporting adds a search type for Lens and other image searches. Keep the Search Console comparison on the same search type every month; our post on Google Lens SEO covers what that filter shows.

What does a rank tracker measure?

A rank tracker measures one keyword, from one location, on one device, at one moment. Google's guide to how Search works says relevance depends on the user's location, language and device, and that a search for bicycle repair shops shows different results in Paris than in Hong Kong. A tracker removes those variables by fixing them, which gives a clean, repeatable number you can compare over time. Search Console cannot give you that for a single keyword.

The number is only as good as its settings. A dental clinic in Leeds tracked from a generic United Kingdom location sees a different page from its patients. Set the location to the city the client serves and the language to the one its customers search in. Note the device too: SEO rank tracking in AgencyReportr checks desktop results, while Search Console blends desktop and mobile, which is one more reason the two numbers differ.

Your own search shows what Google shows you, shaped by where you are and what you have searched before. It is a fine spot check and a poor ranking. Automating it is worse: Google's spam policies list scraping results for rank-checking purposes as machine-generated traffic that violates its policies and Terms of Service. Use a tracker that gets results from a search data provider.

What goes in a keyword ranking report?

A keyword ranking report earns its place when it explains the work, not when it lists 300 keywords. Five sections do that, built on the same keyword set every month so the trend means something:

  1. Keywords grouped by page. Group keywords by the page or service they support, such as "emergency plumber" under the emergency page. Nobody reads row 214.
  2. Position bands. Count keywords in the top 3, 4 to 10, 11 to 20, 21 to 100 and not ranking, against the last report. Bands show progress more clearly than single positions.
  3. Big moves, with a reason and the ranking URL. One line per big move: a new page, an update, a competitor's content, a Google update. When two pages trade places for one keyword, that is often the story behind a drop.
  4. Search features. Note when an AI Overview, map pack or video carousel appears. Position 1 under an AI Overview is not the position 1 it was.
  5. Search Console next to it. Clicks and impressions for the same queries, so a ranking gain ties to traffic.

Our SEO report template shows where this section sits in the monthly report, and SEO KPIs for each task covers which ranking numbers to lead with.

How do you explain the gap to a client?

Put one line under the rankings table: "Rankings are checked from [city] on [day]. Search Console's average position blends every search, place and device where the site appeared, so it is usually lower and moves more slowly." In year-end reports, add a second line about the logging error for any comparison with last year.

Then keep the location and schedule identical every month. A keyword ranking report that changes its location or cadence halfway through a quarter cannot show a trend. Send it a few days into the month, once Search Console data has arrived. AgencyReportr checks the top 100 on a 7, 15 or 30 day schedule from the location you set, records the ranking URL and search features, and puts Search Console data alongside in the same SEO reporting tool that sends the monthly report.

Keyword ranking report FAQ

Why is Search Console average position different from my rank tracker?

They measure different things. Search Console averages the topmost position of your site across every impression and every query, from real searchers in many places and on many devices. A rank tracker records one keyword, from one location, on one device, at one moment.

Can I compare average position with last year in Search Console?

Not reliably for dates before 27 April 2026. Google says a logging error kept impressions from being reported accurately from 13 May 2025 until 27 April 2026, which also affected click-through rate and average position. Clicks were not affected, so compare clicks, and use rank tracker history for positions.

How does Search Console count a position in an AI Overview?

The AI Overview takes one position on the page, and every link inside it is assigned that same position. In AI Mode, position follows the same method as a regular results page, and a follow-up question counts as a new query.

What should a keyword ranking report include?

Keywords grouped by the page they support, position bands against the last report, one line on every big move with the ranking URL, the search features that appear for each keyword, and Search Console clicks and impressions next to the rankings.

Is it allowed to scrape Google to check rankings?

No. Google's spam policies list scraping results for rank-checking purposes as machine-generated traffic that violates its spam policies and Terms of Service. Use a rank tracker that gets results from a search data provider.
